As drywall can be damaged by mold or rot it is important to furr out your cement wall prior to installation. This can be achieved by installing steel framing called hat channels.

You need to install the hat channels vertically along the wall every sixteen to twenty inches in such a manner that the wider sections are along the wall. Three concrete nails are attached to each side of channel and drywall is hung along it horizontally. Cut out openings for the electrical outlets and switches. Do not forget to cover drywall seams with tape and joint compound over it. Once the joint compound is dry use sand paper to smoothen out the surface. Wipe off the sand and dust after which you may paint your walls.
